Staying Compliant with the Guam Cannabis Control Board in 2023

METRC, which stands for Marijuana Enforcement Tracking and Compliance, is the cannabis governance solution providing end-to-end tracking and tracing for all cannabis supply chain activities to dozens of states in the United States and helping ensure a closed, legal ecosystem.

Getting to Know Metrc in Guam

Guam was the first US territory to legalize cannabis for medical use, a 2015 a ballot referendum won 56 percent of the vote and was subsequently passed. Recreational cannabis was later legalized in March 2019 when  the Legislature of Guam passed the Cannabis Industry Act. For adults aged 21 and over, recreational cannabis was now legal in Guam.

The Cannabis Industry Act declassified cannabis as a Schedule 1 controlled substance. It also created Guam’s Cannabis Control Board, responsible for regulating adult-use.

In November 2021, Guam’s Department of Public Health and Social Services(DPHSS) opted to contract with Metrc to aid in overseeing the territory’s cannabis industry.
